I guess the 2% fee is used to push the hash power to other pool, equally to make health for the pool.
also more safe for every pool since the DDos has hard time to point to which pool to destroy this coin.

My personal opinion, flappy.miningwith.us - great pool all around. PPLNS, 0% fee and 10,000 block reward! Ever since I switched over to them, I've never had any downtime or issues. I've mined

It was unfortunate that some users experienced issues, but shit happens. And for as long as the admin(s) are quick to respond and offer a piratical solution, it shows that they care. so, no harm done.
FlappyPool - 2% Fee, is a little greedy. 1% is more reasonable, or unless they are the official pool. No incentives what so ever.
Flap.HashRapid - 2% Fee, not 1 % fee. No block rewards, but stated with block rewards. I've found over 4 blocks, never compensated.
