Yes it’s tied to the current Block number.    Not block size.   

So the current max STAYK supply is a little over 90 million.   

Each STAYK holder can request a payout once per day.   
They can receive a payout in STAYK tokens that
factors in their proportion of STAYK tokens to the total
Supply and the amount available.   

So this allows the total supply to grow but is capped
at the current Ethereum block number X 10.
