Why didn't you create a paypal account instead of buying account with scammer? If you could not create an account because you were a minor, then you could ask your relative to create an account for you. If you can't create an account because your country is on the restricted country list then you could ask some of your relatives that live in any country allowed by paypal. There are several safe options that you could have used.
