I guess that's permanent.
As you can see in the screenshot posted by Kalemder, it has a note "2019 art contest", high chances that there would be a 2020, 2021 and so on art contest.
I believe everyone can agree that the art contest was a success, right? and it needs a continuation in 2020
This badges look pretty handsome. I think it's a medal of honor.
