Well most of these are "official" but there also some "unofficial" electricity prices. One of my friends offered me to invest in a mining farm in one of the eastern-European countries and according to him electricity was "free" or very cheap. I asked him how it was possible he said well the government is giving big discounts to farmers and so on. So Im sure if you look properly you should be able to cut these costs significantly. And yes I turned his offer down because it wasn't king BTC he was planning to mine...
