As for me I think that first it is necessary to teach the person according some standards and then test the person according this standarts. In different countries there are different standards to the same professions.
It is good that you will have a standard and a custom tests that will be made by heros and then improved. I think that it is important to have a custom tests for checking knowledge because in different countries are different requirements for professions.

Since purpose of Intelligent Hero is not academic verification, so those kind of things wont be an issue at all, but custom tests will surely be important part of Intelligent Hero platform as we want our Hero members to share the knowledge.
