Because the long standing admin of the forum himself has declared rules are enforced only after evaluation on a case by case basis when it comes to banning, unless it's a very serious offense (emphases mine):

If you think that a ban should be ended, make your case in a new topic from a "good for the forum as a whole" perspective.


Also it should be evident by now that digging back into some minor events that have occurred and been resolved years ago, and making flimsy connections from them to then come out here crying "perma ban tens of accounts" is a clear detriment to the camaraderie and engagement in this forum,

and over zealous users who have gone on similar witch hunts in the past have been blacklisted personally by theymos, I believe his position on people obsessed with pursuing petty dramas and turning an intellectual forum into a telenovela soap opera hasn't changed...
