actually he is my uncle ! that wants to send ! but he gives this money to his friend to send it!

Then don't bite the cheese. It's a trap for your uncle. A friend of your uncle obviously doing a scam. There is no such a thing of sending again huge money like $700 to confirm transactions inside the ATM. Tell your uncle that his friend is just doing some fraud act against him.
Take note, the ATM Machine is legit. But the transactors or the person dealing with you and to your uncle seems not. Be careful, mate. We've warned you.
