Can anyone post an ANN? Or do you need to be of a certain rank/merit to do so?
Anyone can, but you need to be a Jr. Member or a
Copper Member for the images to display. Merits is not related, besides the fact that you need at least 1 to become a Jr. Member (Activity criteria aside).
