$23? Of course, it's possible. Once the crypto market in on bull market again, I think BNB could even get to twice its current price, as long as Binance stays being the top exchange with no scandal or hacking. I agree with the author, the future of BNB looking good.

Again, it depends on the performance and reputation of Binance exchange. So far everything looks good for them though.
