The people you are talking about are completely addicted to gambling even if they deny it because that is the only way to explain their behavior, a reasonable person should use 90% to 95% of his income on the needs of his family and the rest could be used to for some luxury that he may like, if you decide that you want to gamble with that money then that is fine but as soon as that money runs out then you need to stop gambling immediately and if you can't then you need to look for professional help.
