In case I'm wrong, you don't need to pay anyone to reship for you, there are plenty of reshipping companies that give a destination address in France that you can use to receive your Payoneer cards.
Pls man kindly help me out. I have googled this, i could not find reshipping companies in france. Only work in usa. I will send you a message as well.
