What do you think about the Amazon Region Protected Areas Program https://en.wikipedia.org/wiki/Amazon_Region_Protected_Areas_Program ? Does it work properly?

If it worked in a proper way, there wouldn't me so much problems with deforestation. So not for now, I guess.
