I couldn't say that this is a perfect time to buy but I would like to say is that the price is low and if we are thinking to put buy altcoins, we better do it now. But please don't be bothered if the price will drop a little bit more after buying cause we can't be sure that the price will pump after.
If we are doubted because of the continuous downfall, better not to take the risk.
