If you or the person who wants to make the transfer can prove some documents, then why not use Localbitcoin^[1]/Paxful? According to what I know, you need to verify the identity. You don't need a lot of DOCs.
Your story seems to have a lot of suspicious things so I don't think you will get enough momentum here.
There are a lot of reliable and legal methods that enable you to do this without anyone's help.
