Even better would be to have inline reporting that doesn't navigate away from the page at all, sort of like the quick edit button does: 
yes, that is a better idea make the "report to moderator" link to open an (inline) text input to enter a report comment
once the post has been reported then disable that link and change to "reported"
that would make reporting job easy and prevent double reports
