The halving is not here. Previously big pumps were happening after halvings so if you're looking at historic patterns you should get your money ready for Autumn/Winter 2020.
As for your question let's break it in 2:
Will the price pump to 20k? Sure! I'm 90% sure that it will.
Next year? Hard to say. Historical growth will point us to 8-9k next year. This can make us pump higher but shorters will be waiting for that. The market is being manipulated to keep the price low so I wouldn't get my hopes up for anything above 10k.
