Instead of looking for different partners, they decided to organise a tokensale? Was this decision wise? Only time will show.

During the private sale, they collected only 3% of money and there is on results about pre-ICO or ICO.

Private sale or crowdsourcing is never a guarantee that they can raise sufficient funds for their platform. It is really better to tap private investors that will believe their mission and be willing to give funds to realize that mission. I hope that they will pursue this project even if they can't collect their target funds from their ICO because this one has really good intentions to begin with. Maybe start collaborating with private companies or investors...
