Yes, It is better to buy tokens when cryptocurrency market falls Kiss But usually investors buys tokens when cryptocurrency market raise at the highest price and when market starts to fall they lose money.

I do not think that something will change till the end of this Year. If market will grow it will grow in 2020. There is a time to buy tokens and form and investment portfolio.
