A 0.1 percent reward looks like some sort of taunt to the bounty participants. I think a very small number of people will be interested in participating in this. This is approximately 10-20 times less than the expected level of reward.

Well, as I see, the more projects which have any perspectives, have a small amount of tokens for bounty, but usually they don't stop forming their community after the bounty end. So, there is a choice of participating in scam bounties with high rewards (usually even not paid) or to take part in a prospective bounty with low rewards or not to take part at all. Yes, all of us would prefer higher rewards from real projects, but it is not 2017 year now...
