I know the guy, he is due around 5 btc. Basically he sent coins to the wrong contact address. The receiver gave back some, but kept 5 btc.
I thought giving him merit would allow him to send PM, not the case though with newbie a/c.
Actually, OP mentioned that "a thief stole coins from him" and what you are saying is "OP mistakenly sent 5 Btc to a wrong address"?

Also you being a legendary member should know that only merits won't help him to send multiple PM's per day but he would also need to increase his activity in order to rank up and uplift the restrictions of 1 pm per day.
What i can smell is, you send 50 Smerits willingly and now are trying to cover by selling some ponzi stories..
