I don't think Binance will recover that much, about the $ 23 value in the best case is what experts consider to be something I wonder and worry about. If so, it is really worth dreaming. 
We can't tell for now, CZ is known as an intelligent person and he's really after the price of it too, for sure he'll do something that will make the price grow more, and we can see how hard he's working on it and how he's expanding his Binance industry for not just only exchange but there's more in his head and we should watch out on it.
