if you say that the access to International Civil Aviation Organization Public Key Directory is soon not mandative anymore for ubic to work, that may allow more countries to get a ubic-currency, right? Sounds exciting 
Yes, but I cannot check if their DSC certificates are compatible without having seen one before.
But it is a good thing not to be dependent on one single website anymore.
The CSCA Masterlists unlike the DSC certificates are available from several sources including:

and so on...
