If you are not sure about any site then you should not use it for buying lottery because there are so many fake sites who takes money from innocent people but then they get vanish so be very careful and in my own country people including me dont trust any lottery web sites but in my city I only saw some lower level games of buying tickets etc.
I don't trust any online lottery for local they are just 3rd party but we can buy a lottery ticket near to us and I think who manage the lottery here in my country is the government that is why every Brgy. here have near lottery outlets. I don't know how the lottery in other places works but here in my country it is hard to find which site where you can buy lottery tickets. Maybe only those far in the lottery outlet might buy tickets online I'm sure every country has a legit website that selling lottery tickets so better to ask some local FB group or local forum and maybe someone knows a legit website where you can buy lottery tickets online.
You have a more secure way that your government is managing it while there are other countries where the governments do not take interest in managing any gambling activity maybe because of religion so in that places there is a chance that some scammer sell the tickets and escape away which I have saw for a number of times in many places where not a legal authorities take interest.
