Idena Node version 0.16.0 is available

Changes:
1. Peer discovery protocol refactoring. Ports 40404 and 50505 can be closed.
2. Flips encryption support.
3. Flips distribution improvement.
4. Fast synchronization improvement (state snapshots are saved once per 1000 blocks).
5. Duplicate keywords for flip bug fix.
6. Block proposer selection improvement.
7. Consensus protocol improvement.
8. Bug fixes.

The miner status is deactivated for all nodes: please activate!
All balances and identity states are saved.
