Exactly right. I also wanted to point out this thing. But unfortunately, It did not happen. Really it will not very difficult who already earned 99% of merits. He should change his mind if he has a lot of smerits[provably he has not]. In my opinion, 3-5 merits near of upcoming rank should be better. and those who get 99% of full amount to rank-up will not be difficult for them to get 1%.
