Without knowing the exact reason why he lost his funds or what kind of attacks that he faced, running av scan is not a good idea.
He probably needs to wipe out his entire drive and start reinstalling his OS or any other device that's previously connected, to prevent another backdoor installation to his computer. Even if he got an HW wallet, that's meaningless when the thief can log his private key.
I rarely use electrum wallet as their are plenty of breaches to their security and with your current situation it is almost 0% that you can still recover your funds even if you are desperate to take it back.

What kind of breaches you're talking about here? Blockchain or any web-based-hot-wallet is definitely not better than Electrum. Storing on an exchange is definitely a bad idea as you don't own the private key. Looks like you're fine with trusting a lot of BTC on somebody you don't know.
