Yes, I think so and it should happening soon-ish. The timing couldn't be better as it coincides with Bitcoin's halving which in history always leads to a massive bull run few months after.

To think that ETH current price is just 90% of its ATH makes it even more attractive. To make new highs, Bitcoin would only need to 2-3x multiple its current price while ETH must go 9-10x. Seems impossible but we know alts have been far way more volatile than Bitcoin so I would put some of by bets on alts.
