You need to pass liveness test to get verified for tier 3,if still have issues after following all the instructions then create support ticket and explain what you are facing in verification process.most people got successfully few attempt jope this might happens with you as well.

If some one is from these countries then he need to wait for next update as now they have some more stick policy for these countries if you in hurry then delete your account today I have email from them about this.
