I think your country's situation very similar such as my country..
People here do gambling just for fun and wasting time. They bet lotto in the morning and waiting until afternoon only for the hope they winning bet. they don't get a job and try to find instant money, I think is bad for the family and hope lottery only.
If they are gambling just for fun and wasting time they should not be hoping that their future will become brighter only because of lottery. That is not gambling just for fun. That is gambling for the sake of money.
By the way, how could they manage to make daily bets if they don't have a job?
