I think it's got to do with the recovery of bitcoin from the Mt Gox debacle.
Bitcoin has bounced back from 400 to 520, which in turn positively affects the altcoins as well.
Tips, being by far the coolest altcoin out there (as everyone knows), is of resuming its rise from the day before yesterday.
And it's slower than other alts, which imho shows that this is probably not a pump and dump, but a nice and steady rise.
