yes that is all true but i think the op isnt concerned of other factors that you mentioned but he is only more concerned of the license and the legality of the gambling on thier country . since you mentioned the money or the funds already , funds is also the most important aspect before anything else because he cant obtained a license without a fund right ? it could take lots of time and money to go thru a process of getting a licensed whether offline or online gambling site .
