Or you mean IEO? 'cause if you mean IEO then the best place to do that would be on Binance.
Why? It is the most popular cryptocurrency exchange, good trading volume, and any shill post of a project connected to Binance will surely get more attention to it.
But, getting listed on that exchange is very, very difficult to achieve. The project needs to very good for them to even consider listing it.
