The people targeted in those transactions were conducting illegal activities. One was even so brazen to still sell bitcoin to an Undercover officer after the officer said that he was going to use it to buy a black market gun.

And yes, large transactions do need to be disclosed, as i will be doing. So long as the buyer states that he/she is buying them as an investment, he/she does not need to disclose anything.
