As other said, report the account and it might get nuked. Not sure if this counts as copy/paste spam since he's applying for campaigns.
Copy/paste is an absolutely forbidden action in this forum, I don't know if it will be reviewed for severity, but violators will definitely be banned (permanently or for a limited time). I think reporting them to the administrators is the best way to impose appropriate penalties
