Idena Node version 0.17.1 is available

Changes:
1. Delete flip transaction is introduced
2. Synchronization improvement: apply online mining status once per 15 minutes
3. Broadcasting protocol improvement: push & pull blocks and votes
4. Increase the number of flips for the long session to enlarge qualification committees
5. Limit the number of available invitations per epoch for the foundation address: min(500, max(50, 1/3*networksize))
6. Block proposer selection improvement
7. Bug fixes

The miner status is deactivated for all nodes: please activate!
All balances and identity states are saved.

Update is required. The older version is not supported.
