It will be bullish only if btc do not dumps and if btc is heavily manipulated in dump direction it will surely affect eth rally. For time being eth should attain 300$ mark and remain stable around this range then only we might see 400$+  this year. If btc goes bullish then who knows we might see 2017-18 rally repeat.
