There is something called post bursting for which you can be excluded from a signature campaign of course depends of the campaign manager but most reputable ones do it. I don't think there is a specific rule about that occasion, but I had to look trough this guy's post history. Seem like he is and administrator of another crypto related forum, his second thread opened here was then created in his forum as well.
