Though you are somehow right, there were projects that have website designs that are minimal yet wasn't scam (I cannot exactly remember what projects I've seen in the past that had a good run but I somehow remember that there was).
But it is indeed that poor Website User Interface and User Experience often connoted as scam due to lack of effort in making the most and common way of promoting and showing other's the project and its content in a web-based medium. And if ever a project do really have a small start, they could at least take their time studying or practicing or saving money for making a good website. And, at least have some integrity that they are doing it so to really make a good project.
