Did they also made German camps, and Italian camps? Surely the other axis countries would have supporters in American soil wouldn't they? Or was is something especially racist against Japanese?

Definitely too late, the victims of the State segregation are mostly gone by now...
There were children during those segregation so there are still victims that are still alive today. I even watched an interview with some of the survivors.
I don't think that SoCal is opening old wounds rather it is a public reminder that there are mistakes that were made that should not be repeated. Racial segregation has been the problem of USA for a long time but they don't address that much because there are bigots and racist that slip through the cracks and proliferate the idea of racism which is a toxic behavior that can spread like wildfire in a community.
