there are no mention for Wall Observers topic. In there the signature is not visible which means posts in there should not be counted but since there are no mention about it
Some managers to cover all such things, they do have simple rule like "wherever sig. are not visible, posts will not be counted"
Posts in Local boards do count
This needs to be a separate rule IMHO.
