Now is a great time when no one knows when the rally will begin! Perhaps the project should engage in guerrilla marketing. This does not require large investments and with a competent approach it will have a good effect. 
I admit that I think that only such marketing can help the project. Indeed, in the case of a bull race, investors should be as interested as possible in investing in the project, even if technically it is not yet ready.
Of course, this is speculation, but it can help the project gain a place among the tops of the market.
