Some protocols are to be maintained for bitcoin coin to be called bitcoin. If any changes are bought, then a fork takes place. The coin with new rules (in this case lets say unlimited number of bitcoin to be mined) will now be considered as an altcoin (if most people does not agree with the change but a good amount of people does), not the original bitcoin.
