Anyone know why Iceland has such a high rate of Covid-19? Is it because there has been a lot of testing as compared to other countries?

so in normal society its teoreticaly possible that difference between countries is not linear
like 50 million people country can have same number of infected people in 3 days from point zero, as well as 5 million people country
hence it looks like iceland has high rate of infected people
