Ich bin der Meinung, dass die SEC 2018? gesagt hat, neben Bitcoin scheint auch ETH keine Security zu sein. Aufgrund der Tatsache, dass es 2018 schon dezentral war, ist die SEC nicht dafür zuständig und es braucht auch nicht im nachherein registriert zu werden.
Edit. Das war 2018 und wurde am 12. März 2019 offiziell bestätigt:
