They'll say that it's a legit CS 1.3 but it might contain some viruses or malware.
Ask someone from your peers or friends that have this installed on their computer and then copy it. I know that 1.3 version is classic but why not try to purchase Cs:GO from Steam and it won't cost you that much.
It will also allow you to play against bots but it doesn't have de_dust map.
