wikipedia that commonly someone can play gambling starting from the age of 15/16/18/19/20/21 years. It depends on where he lives, every country may have different regulation related to the age restriction. Below I classify some countries based on the age restriction:

In our country, you must be 18 and above in order to be allowed if you want to gamble in any type of games,lottery and etc.
Age 5 is the lowest and I am very surprised how the government of Malawi allowed it even if they have reason for it as they are encouraging the minors to gamble.
