I am complete not aware of what would be the price range for an operating exchange business but definitely not in $1.5k to $1k levels. Because exchanges are charging at least 0.5 BTC for listing a new coin which means an exchange may make at least $3000 with a new business, then how you could expect to buy the entire set up for just half of that?
the platform itself cost at least 100.000 usd, you want + company? I think 500.000, if out there someone selling cheap price, maybe its an exchanger or scam, stay safe
Your prices are completely out of range from OP's budget. Also, when exchanges are one time build up business and then it will require only time to time maintenance and other minor works but it will be an awesome passive income generator all 24X7, how someone will kill their golden egg laying goose?
