I used to recommend waterfox but it was bought by some ad company. In the past librefox did the same thing as librewolf, but it was abandoned.
If you want the chromium engine you can try ungoogled-chromium or the likes of brave if you trust them....
Now a vpn is just a virtual private network, this can mean many things but is usually NOT for privacy. Tor instead is designed for this. Sure, you can connect to tor from a vpn the same way you would from your own lan, if you think that helps.
Tor is a bit confusing now that they stubbornly embedded both their firefox fork and tor itself. But technically you can connect to tor with any browser and anything that can talk socks5, such as your Bitcoin wallet... Or even using some intermediate proxy (polipo, privoxy, etc).
Now the tor browser is nice because it also comes with privacy defaults, and brings tor which i guess its helpful for windows people. But you should not use windows if you care about security, seriously, get in Linux already; i'm getting tired of the endless thefts and grief from people too lazy to switch.
