I'm pretty sure people know that investment on COVID19 is pretty shady, but some donation programs are legit. I believe it is not that hard to distinguish the fake and the real one.

Avoiding them altogether would decrease the number of funds for helping people in dire need. I bet any government bodies won't suggest something like that. Especially when they can't solve it on their own.
